CSX's, NS's post-Conrail service improving, but oversight will press on, STB says (12/14/2001)

In its second annual general-oversight proceeding, Surface Transportation Board Dec. 13 ruled that CSX Transportation and Norfolk Southern Railway have resolved service problems tied to the Conrail merger, and that board-imposed conditions are working as intended.

U.S. Department of Transportation reported to STB that no party continues to complain about on-going Conrail-related service disruptions. Indianapolis Power & Light Co. had complained to the board but STB determined the complaint was unwarranted.

Although the board believes CSX and NS have made progress post-Conrail, the board ruled that operational monitoring, and competitive and environmental oversight will continue.

STB plans to begin its third annual general-oversight proceeding in mid-2002; CSX and NS are required to file progress reports with the board by June 3, comments from interested parties are due July 17 and replies, Aug. 7.

CSX and NS also must continue to file quarterly environmental status reports with STB throughout the oversight period's duration.
