Rail Experience: Fougner has held key leadership and development roles at both the MTA Long Island Rail Road and Metro-North Railroad. In each position, he championed learning, career progression and employee engagement. In his current role, Fougner oversees regulatory, safety and professional development training programs that touch every corner of the organization. Fougner's guidance has been central in preparing the LIRR workforce for major operational milestones, including the implementation of positive train control and the rollout of on-board ticket issuing machines, mobile ticketing, the M9 fleet and the East Side Access project. These programs required cross-departmental collaboration and a steady hand to prepare employees for large-scale operational change.

Mentorship Role: Fougner has built his career around developing people and strengthening the future of the railroad workforce. A key example of his mentorship is his leadership of the LIRR's Future Leaders Program (FLP), a 16-month leadership development initiative for high-potential mid-level managers. Fougner created the FLP, establishing a structured pathway for leadership growth that did not previously exist within the organization.

The program includes rotational assignments across operating departments and engagement with executive leadership. Fougner guides participants throughout the program as they strengthen leadership, communication and problem-solving skills while gaining a broader understanding of railroad operations. In addition to internal leadership development, Fougner has contributed to national-level mentorship efforts through his work with the Leadership Exchange and Development program, a multi-agency initiative designed to prepare senior leaders for executive roles.
